It turns out that this stat comes from PIAAC, an organization that evaluates literacy a 0-5 scale on a population from age range 16-65. When I was working Army side, I knew that the manuals were written at a 5th grade reading level, as it was expected that a new soldier would have that ability. Side note, leadership courses in the Army have language\communication requirements. The military (legally) can't contract with the bottom 1\6th of ASVAAB test results, which means that 5th grade reading level expectations excludes that group...
12 小時內	Robin Suarez robinlsuarez	Suggest you listen to the pod cast “sold a story”. There is a reason for this. We stopped teaching phonics. Those of us who are liberal got this very wrong. Especially teachers and the education establishment. So instead of gloating we should take a sober look at our assumptions. The good news is this is being addressed with the science of reading. BUT the California teachers union just defeated a bill to mandate this. Shame.
