Suggest she find a neighbor who needs late afternoon dog walking . When she’s a little older she can volunteer at an animal shelter …at 16 she can work at a pet store. Having a dog is more than just cuddles…there are big responsibilities and expenses . Unless this is somethung yiu want , she needs to be patient until she can take on that responsibility herself. Waiting will also teach her patience.
