What are they supposed to do with their kids if they don't become eligible for assistance till after they have 2 or 3 kids, like if they lose their job, or become Ill and can't work anymore.

In my case, our finances were derailed when my young child got cancer - I couldn't work at all, and my husband had to go part time. I know many other families who have lost jobs completely. Most families are only ever a serious illness or unexpected redundancy away from needing financial assistance.
