You might not be able to remove it if its too tight but if its adhesive tape it will definitely remove itself off your skin if you get it wet enough. You can open your mouth if you stretch your mouth out once loose. Chewing on the tape will squish it so its not a fat strip but a string/rope like material. Which will help you breathe or speak when you need it. Even something strong like duct tape. I hope nobody in any serious situation needs this.
