about the Star Wars series: how come the Empire has the ultra advanced technology to build the Death star but they can not create a stormtrooper who is not a complete idiot?

一天內	Sam Hornby samuel_hornby1988	Storm troopers are show at having accurate shooting in ANH when they find the sand crawler blasted to bits. Their aim only sucks when they're shooting at the hero's. They shot that Ewock in ROTJ pretty accurately, you know which one I mean.
