Major highways, then transit routes and “snow routes”. Most residential side streets just wait for a chinook. So yes, you just drive on snow pack all winter.

Because weather in Calgary is so unpredictable the budget for snow removal is sometimes wildly incorrect for the city’s needs. The snow also doesn’t stay all winter so the budget also depends upon chinooks to do some of the work

I grew up in a city that gets 10x the snow we get in YYC and the roads were cleared down to the pavement after 1m snowfalls. Calgarys snow clearing is atrocious.

If you look up the snow plows there are very little of them, but they are all named !
