Framing water as being used is useful from an environmental policy perspective, the fact of the matter is that groundwater tables are receding in countless places because of overconsuption which contributes to record drought year-round, but still we consume water without addressing the environmental impact of our actions.

So, by this logic, we can’t “use up” our money because it still exists it’s just owned by someone else somewhere else
