Because it doesn’t make any sense to do that and it never made sense for people to do that in the first place. 18 is still a child regardless of what the legal system says. You’re still a kid. And if you can afford to move out, that’s great but you haven’t even matured yet. Your brain doesn’t fully develop until you’re like 25 or 26 and there’s so much you have left to learn from your family so stay put and save the money
