Hair (& nails, lashes, makeup) in DC has always been MID. Even back at HU, we had to search high & low for girls who could actually SLAY hair. To this day, over a decade+ later, the best silk press I’ve had is still in Jersey, Manhattan, & BK (I’m from North Jersey for reference). I get my hair & nails done here bc I live here, but it’s rarely a consistent 10/10. (I’ve already been to the popular spots for Black women, and yeah, mid.)
