He does not want to take responsibility for more gov't borrowing. He plans on cutting corporate and the 1% taxes. It will add billions more to the debt under his watch, since he will be reducing money coming into the gov't. When he did this the last time he added more to the national debt in 4 years than Obama did in 8 years of his presidency. He is aware of that hence why wants Biden to be blame for his upcoming actions.
