The neocortex does sensory filtering and abstraction. You are overwhelmed with sensory data without it, and can't form abstractions when it stops working. The elevated dopamine allows you to quickly guess what matters, and throwaway the rest, which is why you don't get overwhelmed like ADHD, but instead get stuck on something random.
