Max's 1-place penalty for the Qatar GP was due to him driving unnecessarily slowly on the racing line. He had let Lando and Fernando past him, which resulted in him decreasing his speed to get out of the way. Usually, in a situation where no driver is significantly affected (neither Max or George were on a push lap), no penalty is issued. There were similar incidents this year that were dismissed, because both drivers agreed that no harm was done. F1Threads

It does seem like George pushed for the penalty, since similar instances this year have been quickly dismissed after both offending and impeded drivers agreed that no harm was done. Nevertheless, Max was in the wrong for driving slowly on the racing line. Do you think the penalty was deserved?

You can’t defend this because this has ALWAYS been a reprimand at most, never a grid penalty. As Alonso put it “just speed up behind a car on a warm up lap and get him penalised.”

That isn't explained anywhere on this document or anywhere else for that matter. A grid penalty sucks, but if they can't let him off without a penalty because George wouldn't let it go, so be it. But a penalty point on the superlicense seems extremely excessive here
