Quite hilarious to read all the comments blaming the police officer, the fog, the wet road. It is the biker's responsibility to ride at an appropriate speed, at an appropriate distance and with full attention. The second biker did nothing of that. Second bker's fault pure and simple. The first biker stopped on time, why didn't the second??

The Police Officer triggered the accident but the cause was the second biker. If you can't stop when a hazard presents itself then you are going too fast and it's your fault. There is a big difference between what triggered an accident and who's fault it was. They can be the same thing, but usually they aren't. Hit a patch of black ice, that is the trigger, but the fault may be the driver who was going to fast for icey conditions.
