There were several of these along our hiking path at Kumano Kodo (unsurprisingly translates to Bear’s Road) The bell is “supposed” to warn away the bears, but I imagine it’s more like: Hiker: ding ding ding Bear: Ah, “Woods Goods” is here with dinner!
