Blanket pardon……the one who receives no longer is able to use the 5th Amendment. (They already have the immunity this provides). The one receiving the pardon can then be forced to testify about any criminal knowledge they possess. If they refuse, they can be jailed until they testify. Now, how smart was the pardon?
