Yeah on 1940 that was a British territory, the British Mandate for Palestine, as taken from the Ottomans, who tool it from the Romans as "Syria-Palestina" which was the name the Romans used for Judea after the 3rd Jewish revolt. Before the Romans, it was the Kingdoms of Judea and Israel. There's never ever been a nation called "Palestine" in that area. Nor any ethnic group called themselves "palestinians" before 1948 either. You need to do more reading.
