In my ideal world I would first start by eliminating all on street parking. Stopping for taxis and buses etc... would be fine. Deliveries could have small zones carved out for them, or they could "park" during low hours (ie over night). This would stop the fallacy of free parking and would instantly show that in fact the road has a ton of room for traffic and bike lanes. People wouldn't buy housing that has no parking then get mad they can't park for free on the street.
