I think if you sexualise a child you’re the problem. These dresses clearly are not designed to be sexual in nature and yours sexualising it anyway. Predators will get off on anything, don’t feign concern to mask your own sexualisation of children.

However, she is 12 years old. A child. Showing her breasts isn't appropriate for a 12 year old child. You simply cannot justify the unjustifiable.
