One of the reasons gas is so much more expensive in California is that it is largely disconnected from US pipeline networks, requiring oil to be primarily supplied from foreign sources and domestic train and truck transport. A big reason why gas is cheap in Texas is that it is mostly produced and refined in the state, transported by a large pipeline network.
