One of the worst examples of that mindset I saw was a vintage clothing store that decided to only sell certain specific clothing items from other cultures to people whose race or ethnicity was deemed correct to purchase these items. I don't know if they're still doing this, but what an incredibly bad idea.

“Cultural appropriation” is a process. It has no connotation of morality, it’s merely a description of a process observed throughout history. It’s universal and can not be stopped or prevented. The original concept described the observation that larger cultures take over smaller ones, and during that take over (whether hostile or friendly) the culture of the smaller nation bleeds into the larger one and starts spreading. That process is inevitable, it’s how we bond as people.
