You have to be born in DC to be considered a “native”. There are no other options.

I think transplant discourse is pretty dumb, but if you’ve lived somewhere longer than you lived where you were raised, then it’s pretty undeniable you’re a local, and when people ask where you’re “from” you can answer DC without qualifying it (e.g. “live in DC but from XYZ”).
