No. The principle is equivalent if you were to place a camera on a turntable and program it to a fixed point on a wall and place a second camera aimed at the first and then spin the table. The first camera would never changed its focal point Neither would the second but it would appear that the point on the wall was circling the table and the first camera was following it.
