Not a country, but Quebec province of Canada. French speaking but bilingual and refuse to speak English. Worse than any country in Europe.

They don’t even speak proper French. When they visit France, the French can’t understand them because they are speaking 16th century French.

I visit Quebec often; tourism is a huge part of the economy and I find that people are very accommodating in speaking English.
