If the ambulance can't get past and it's safe to get out of the way, most people will voilate the highway code. And if you got a ticket I think you'd have a good chance of appealing on that.

In the UK people just stop and block the route behind them for the ambulance

I know plenty of people who have done that. It’s never been a problem. No one has got a ticket for doing so
