You may not realise it but one of the functions of a rooftop swimming pool on a high rise in a seismic area is to damp the sway on the tower. All that splashing and waves is absorbing the sway energy of the tower. Often very large water tanks (potable, fire etc) are located in roof top plant rooms for the same reason.
