Modern governements can easily fund researches and developpment around blockchain and AI and money, then run real-world application in small locality, with a local token issued to the citizen of that city, and collect the data to see weither or not, these technologies can re-stimulate the economy of a small and "abandonned" areas. These experiments has been conducted in Europe and Japan, without blockchain technology, and were succesful.
