Utah Gov. Spencer Cox ordered all U.S. flags raised to full staff for Donald Trump's inauguration, joining other Republican-led states in defiance of the White House after the death of Jimmy Carter. Cox's office said he "extends an invitation to all private citizens, businesses and organizations across the state to join in this tribute" to Trump.
