There are NO stop and ID states. Failure to ID is a SECONDARY charge. You must be suspected of an articulatable CRIME first. You do not have to answer questions (5th Amendment) nor do you have to provide any identifying information (4th Amendment) as a bystander. Passengers of vehicles on standard traffic stops do NOT have to ID. Never give your SS # to an officer. Some ask. A lawful order MUST be backed by law. Asking isn't telling and their authority isn't in place UNTIL you break a law.
