By placing an expander between your first and final limiter, you can recreate the dynamics squashed by the first limiter.
Right after expansion, you can put the final limiter which'll be used to push the track to the desired loudness without sacrificing for quality.
No, the results won't sound the same if you just avoid using the first limiter. There's a good reason there's a limiter, then expander and then limiter again.
