Let's not be silly here. Rent shouldn't be based on mortgage payments. It's just that people who are paying mortgage on a property shouldn't be allowed to rent out said property. In other words: you shouldn't be allowed to be a "landlord" if you don't actually (read, financially) own the land and property you're renting out.
