Speaking from personal experience the amount of American engineers that have the machine learning talent to build ranking systems or the system design experience to build heavy infrastructure just isn’t at sufficient levels. In fact, there is no single country in the world that has this pool. You have to take the best talent from around the globe and put them together to get stuff like AWS or even Instagram.
