It's all so ... Slow. The pacing is off and there is no sense of urgency in the movements even where there is something visible urgent occurring in scene (a car chase that turns into a foot chase). Even when people/objects are moving as if they are moving fast, the "camera" scrolls along lazily. The car chase becomes a leisurely drive, the foot chase a light jog.
