Hispanic means speak Spanish. It has nothing to do with geography. It's just about which country speaks Spanish. They could be in Antarctica, or they can be a Colony on Mars if they speak Spanish as a primary/official language, then they are Hispanic. Hence, why Spain, the creators of Spanish is considered Hispanic. Latino is different, completely different, do not interchange Hispanic with latino. It just so happens that a bulk of the Latin countries are Hispanic but not all.
