1:32a heard a man yelling for help outside. Multiple times. 1:36 called the non emergency police line. 1:40a heard the man yelling again. Asked him a few questions (from my third story window). He told me he was on the ground and couldn't walk. 1:42 called the nonemergency number to update his condition and suggest an ambulance. 1:49 they show up and find him on the ground. 🧵1
