I’ve always wondered what’s in that concrete section at the bottom. Just nothing? It’s solid concrete around the elevator shafts? Or are there like windowless rooms in there?

I worked in this building in the early 90's. Before Amazon was anything more than a pipe dream in Bezos' garage. Those floors are support system floors and no tenants occupied that space. https://en.m.wikipedia.org/wiki/Rainier_Tower

It's just the stairs wells and elevators and wasted space. We used to do a health week at work and they'd let us take the stairs up to work. There's an unusual water fountain in the stair well. Nothing special. I'd rather be in the new tower next door during an earthquake.
