I think it’s common among nonprofits to pay lower wages and provide great benefits. If you have only so much money in the budget for employee compensation, workers get more by receiving good medical/dental insurance, transportation vouchers, etc., that they don’t have to pay taxes on than getting higher wages, which are taxed.
