They did not, they flooded part of the city, the lower lying waterfront area of downtown. Check out Penguin on Max not only bc it’s a great show but bc it goes in to more depth at which parts of the city were affected by flooding.

If you watched the show clearly you didn’t bcz you complaining ab it being streamed, alot the ghetto n poor side got destroyed not the whole city
