I have a question for LEO's. The EB drive from Key West to the mainland via Overseas Highway takes ~3-1/2 hrs due to restrictive speed limits and much of the drive being one lane in each direction. I left Key West at 9pm EST Dec. 26. Traffic was very light. At one point near Key Largo (almost done), I fell behind a Monroe County Sheriff squad car. He drove below the speed limit for perhaps 10 miles. I couldn't pass him. Should I have flashed my high-beams and asked permission to pass?
