The problem is most roads and streets don't have bike lanes. Heck many residential roads that are two ways don't even accommodate two cars passing each other. There's also not adequate education and information on bike safety, the rules are ambiguous, and the laws aren't enforced well. Sure, bicycle riders should be practicing road safety for the sake of themselves and everyone else around them, but the problem is bigger than this one person.
