It's always funny people use "different" as synonymous to "stubborn". Like yeah sure Finland/Norway/Singapore/Japan or whatever is smaller, but conversely, USA also has access to exponentially more resources, and there's a reason why it has state government to help coordinate these kind of efforts. Each state is the size of a small country by itself so there's no excuse not to make them do their job. It's almost like it's excuses rather than admitting incompetence.
