It's not perfect. But we need to capture local weather+other local intricacies (which is why the FDR focus). So although Boston+Chicago are also controls, I wouldn't consider them to be sufficiently good (in a more serious analysis). I agree that FDR might be 'inflated' due to the spill over impact.
