Somewhat of an incomplete explanation. Cold fronts will push through, losing strength. Eventually return flow will attempt to push back. This creats a surface trough just off the coast separating the high pressure of the cold air mass and the low pressure of the open waters. Not necessarily the gulf stream but simply the water being warmer than the environment. Something also seen often off the coast of texas.
