If I were to get another iPad for procreate, you honestly need to be looking at the 12.9 M1 or newer iPad pro. Works well with the Apple Pencil 2, uses USB C to charge, and you will be able to get the full use out of procreate. Procreate is just like Photoshop and will greatly benefit from more ram and storage and the pencil 2 gives great pressure sensitivity and tilt support. You can check places like Swappa or Amazon for good priced versions of the M1 or newer iPad pro.
