Could be true depending on your career. I think if he got a Japanese wife then it doesn’t really matter if he can speak Japanese or not. Also what do you mean by speak? A guy could be speaking only basic words like arigato and claims that he speaks Japanese. Another guy could be being able to handle most of the daily life conversations but feel like he can’t speak Japanese. Hard to draw the boundaries.
