Asking fellow residents in Japan: what would you do if your neighbor keeps staring at you when you hang your laundry at the balcony? So I’ve been living in this apartment for 6 months and there is an old man living in the house facing my balcony. Every time I bring my laundry to the balcony, the man would appear immediately in his balcony on the second floor and start staring at me while smoking cigarettes.
