No. You can't really do that in Japan either (as a woman ofc).
I've had days when I would say bye to my male friend and within the next 10sec (!) I would be approached by Nanpa. I've also had days when I had to walk around in circles for ages until I would feel safe enough to go home.
FYI such things never happened to me where I come from.
