As a CPA that has done many audits including fraud audits, it absolutely is possible to trace every dollar. Problem is collusion, cover-up and record destruction and manipulation. Thinking of coming out of retirement to put decades of following the money into service again

Perhaps because they never had to account for where the money went they really don't know because they don't keep track of it properly they don't keep proper records, and so that IS waste fraud and abuse. And her cynicism and frivolous attitude doesn't do much to convince us either.
