Yes, this is disorienting.
The shock doctrine is a neoliberal tactic of making sweeping economic and political power grabs on the heels of public disorientation. Sometimes, it is done following unavoidable natural disasters and sometimes it is done following manufactured disasters (market crashes, wars, etc). It is nothing new. The United States has been doing it to other nations for many decades and has benefited greatly from it (economically) . The chickens have come home to roost.
