Listen, if the goal was a thoughtful inquiry into the various governmental departments with the goal of more efficiency and less waste, there would be a judicious auditing that would include employee collaboration. You wouldn’t come in swift with a team of children, lock out the staff and tear everything up in a matter of hours if your goals were professional. The method is so shady because the goals are shady.
