Yep, that was the conventional wisdom in the Journal of the ACM around 1990: servers with RISC chips everywhere.
It's ironic that RISC began to dominate decades later than predicted (it existed then, it just didn't dominate), that that it was because of mobile phones instead.
And that it's usage mostly grew from small computers to larger computers, and not the other way around.
